It is Oregon's capital, but the custom homes that interest our clients here are rarely downtown: they are in the South Salem hills, along the Eola Hills on the west side of the river, and on rural acreage toward Independence, Turner and the Santiam foothills, where a lot can hold a view, a garden and a home shaped around both.

Building in Salem means working under two jurisdictions. Inside the urban growth boundary the City of Salem reviews residential permits, with standard timelines for lots that already have municipal water and sewer. Outside the boundary, Marion County and Polk County govern rural parcels, where wells, septic feasibility and access easements come into the conversation early. The valley-floor soils east of the river are largely clay and silt; the hillside parcels to the south and west are shallower and better drained, and both call for a geotechnical read before a foundation is designed.
